I think you do a good job of outlining the problem with excessive resource exploitation. Rather than ever enter a vicious cycle of resentment and repression, likely Japan would have been better served by much more moderate exploitation, say 30% rather than 70%, and thus have greatly improved stability and long term colonial yields.
